Your gunman supplies the weapons every crew member carries during the finale. On Aggressive this matters a lot. On Silent and Sneaky, where you ideally never fire a shot, the cheapest gunman is fine. Five gunmen are available, ranging from a 5% cut to 10%.

Karl AbolajiCut: 5%. Loadout: SMG, AP Pistol, Carbine Rifle. The cheapest gunman. Adequate for Silent and Sneaky where weapons rarely matter.
Gustavo MotaCut: 9%. Loadout: Special Carbine, Combat MG, Compact Grenade Launcher. Heavy weapons for combat-heavy runs.
Chester McCoyCut: 7%. Loadout: Pump Shotgun, Heavy Sniper, Heavy Revolver. Mid-tier with unusual weapon variety.
Charlie ReedCut: 7%. Loadout: SMG Mk II, Assault Rifle Mk II, Carbine Mk II. Mk II weapons are upgrades and worth the extra 2%.
Patrick McRearyCut: 10%. Loadout: Combat MG Mk II, Heavy Sniper Mk II, AP Pistol. Top-tier weapons. Unlocked by completing his rescue mission first.

Tips & Strategy

Silent and Sneaky: pick Karl. You will never fire your weapon outside of accidentally tripping an alarm.
Aggressive: Patrick McReary if unlocked, otherwise Charlie Reed. The Mk II weapons cut down NOOSE units much faster.
Big Con: Charlie Reed is the safest middle option. You may need to fight your way out and Mk II weapons help on the escape.

Yes. Patrick is held in Bolingbroke Penitentiary. Lester triggers his rescue mission once you reach a high enough rank.

Is Karl Abolaji bad for Aggressive?

Yes. His Carbine Rifle is fine for trash mobs, but NOOSE units in body armor will eat your magazine faster than you can reload.

Which gunman has Mk II weapons?
